Sends a one-time verification code to the user's phone number to start the process of enabling two-factor authentication.

Note: The workflow for two-factor authentication is as follows:

  1. Send a verification code.
  2. Validate the verification code.
  3. Configure two-factor authentication.
Requires the Administrator [64] user role. See Roles.
